I've long been irritated at how mail cargoes get so ignored. They do give decent income if you handle them right.

So... I fixed subsidies so they aren't ignored anymore!

I posted this on tt-forums.net the other day, but here it is with the original patch. I've noticed that this patch removes the population minimum of 400 on the from town, so working from your patch, I've created another that maintains the minimum population requirement, but still allows mail subsidies to be offered.
