That's not a whole lot of information, and my crystal ball is looking pretty foggy as well. I'll have to guess what it's trying to show...
Let's see: Maybe you downloaded the zip archive instead of the installer, extracted it to some directory, and now you are wondering why your operating system didn't read your mind and didn't create a start menu shortcut for the game, thereby preventing you from starting it the way you want to. In that case, you'll have to create the shortcut yourself: one way is (assuming that Microsoft didn't mess that part of the Windows UI up; I refuse to use any newer Windows than 7) to open the directory in an explorer window, rightclick the program named openttd.exe, move the mouse to the "Send To" entry in the pop-up menu to open a sub-menu, click on "Desktop" in that. That'll create a shortcut on the desktop which you can subsequently drag into the start menu.

Also, aside from being more verbose (what did you do, what did you expect to happen, what happened instead?), please sort bugs and support requests properly next time. Bugs go here, support requests go over there instead. -> https://www.tt-forums.net/viewforum.php?f=31
Oh, and on bug trackers "Critical" severity is usually meant for urgent bugs (e.g. an exploit that would allow any player to read all files that happen to be on the same computer as a public OpenTTD server; or perhaps some bug that would make a computer entirely unusable after playing OpenTTD), not for something that apparently only affects a single person and merely prevents you from starting this game.

Reason for closing: Not enough information

Thanks for taking the time to report.

Unfortunately there is not enough information here to understand or investigate the issue, and I like to keep Flyspray tidy for the volunteers working on OpenTTD, so I'm closing this. Thanks.

I have managed to get it to work. My PC language and location was Hebrew Israel and after I changed it to US English it worked.
