I had a Co Owner statue in a town, which I blew up to make way for something else, using the bulldozer cheat. Now that there isn't a statue in the town anymore, I can't rebuild it in the local authority menu, as the option doesn't return.

But... just to make you happy, I made a test scenario, which I then flooded the town, cleared out all the water back to land again, so this time the statue was destroyed without using one single cheat throughout the whole process, and while I was able to coax the town to build back up again and expand (since I still had some buildings left), I wasn't able to replace the statue. :P

So take that! :D

As for the floading, well, it reset the tile. I don't see the point in removing the flag. Act of God, the statue has been destroyed, along with the part of floaded town...

All in all, i don't think anything should be done about that.

and if the effect of the statue affected the station rating (and I don't know exactly what effect the statue has to begin with, I just like having one in my cities), the losing the statue, SHOULD adversely affect what originally building the statue affected in the first place. I don't see a problem with that.

As for why it should be done? Well... attention to detail I guess... I lose the statue but the city still thinks I have one... there's a basic wrongness there... which should be addressed...

in any event, if nobody else wants to handle it, I'll look at it myself when I finish the current task...
