Train 1 (rightmost) wants to move between rightmost depots, train 2 between middle depots.
Train 2 wants to share the rightmost track with train 1, as the one-way signal is better to cross than the two-way signal.
As a result, it waits until train 1 has moved away, or until you don't give train 2 a choice (by removing tracks).
This is not a bug.
There is a balance between taking a longer road now, or waiting for the shorter road to get clear. Since normally clearing is fast, the latter is preferred here.
The two-way signal is bad to use, as a train may arrive from the other side. As such, the one-way signal is better. In fact so much better that it is worth the detour.
In any case, path signals use heuristics, and while they are generally very good, heuristics get it wrong some of the time too. This is one of those cases.
