It depends from the freeform_edges settings whether the most norther tiles are MP_VOID or MP_WATER. However, they are always drawn black.
Steps to reproduce:
start a new game
type into console "set construction.freeform_edges 0"
do some actions at northern borders (e.g. build a buoy) and notice that tiles are black
Bug introduced by "(svn r26899) -Codechange: reduce the amount of tiles that needs to be drawn by taking the height of tiles into account instead of drawing way too many (ic111)"
