This bug causes stations which would normally be supplied cargo from nearby industries to no longer receive these supplies.
In the attached saved game, Suntburg Springs Woods train station would normally receive food from the nearby food processing plant. The plant is producing food, and the Food rating for the station is 69%. However it no longer is being supplied food for transport.
This is not isolated to one station or one type of station...if you look in the trains or road vehicles list, you can see half the vehicles are in negative profit for the year in Feb, even those that were turning a sizable profit last year, which would suggest the cargo they are transporting is no longer being supplied.
The green company "Far Go Inc." bought exclusive transport rights in Suntburg Springs, so you are no longer receiving any cargo around that town. You can try to buy the rights back though
