Add some "GetBugReportURL()" method to AIinfo class.

If AI crashes and openttd says to report bug in AI, this can be shown to user.
AI authors can point this URL to a thread on forums, or to their own bugtracker or put there their mail address or whatever.

Users won't report AI bugs here and also it will help users that don't know where to report AI bugs, since the error message "One of the running AI's crashed, report it to AI author" does not mention name of the AI (though you can see it in the AI debug window) or author or any way of contacting author

Also note, that AIInfo class is not present in generated docs at http://noai.openttd.org/docs/
