When I doubleclick ANY part of the window in local authority window or single click the scroll arrows to scroll to more actions, currently selected action is taken (or "Can't do this" red window appear if no action is selected).
The doubleclick should "Fall through" in TownAuthorityWndProc only if some town action is doubleclicked ....
