FS#85 - Road vehicles say "waiting for a free stop" while nowhere near a stop

in r4117 and some earlier ones, a very busy road vehicle network will begin to clog with vehicles stopping seemingly at random with the message "waiting for a free stop" as their current task, with nothing in front of them, and with the station they're apparently headed toward empty.

Attached are a screenshot of this behaviour and a savegame where this behaviour is manifest. Check out road vehicle 25.

I've totally re-implemented the slotting system. Here's a diff to test.

...I have encountered one problem though. Now I have too many armored trucks, they get to their destinations too fast. :)
