I set up a station to deliver food to a town. It delivers food to houses of that town, but the food doesn't count towards town growth. The screenshot shows the situation; food has been delivered regularly for 2 months at that point. I let it run for another 2 months, but it still did not pick up the food delivery.

This is counterintuitive; the food is only delivered to Minhead houses so the food should be counted for Minhead.

Well, I guess it's because the cargo it's delivered to town that gives the name to the station and not the houses in fact covered.
edit: will count on the station name's town.
But about technical details, I'm not good on it :S

Solution: make the station gets desired town name (yes yes, sometimes needed todo some "station walking")
If any way to avoid the above popular cheat, would be great. Means: deliver to the real town buildings/industries.

The assessment above is correct: The station must be in the influence area of the local authority which shall be recipient of the food in order to count towards the town's needs.

The easiest way is to see that in the station name when you place a new station (manually renaming the station won't do the trick). You can also check the local authority a tile belongs to by means of the tile query tool (the ? button in the main toolbar). IIRC the center of the station must be build on such tile when the station is first built.

According to the tile query tool, the local authority can end a very long way before the suburbs do. The town can grow, but the local authority's area doesn't expand with the town. Outside that area, only tiles which are actually built on by the town belong to the town according to the query tool, so it's often no use for determining what town a station will belong to.
