Can't destroy airport because of a train inside a connected train station #5923

I wanted to upgrade my 'city' airport to 'metropolitan'. I believe the procedure is:

  1. Close airport
  2. Wait for all planes to leave
  3. Clear the land using the bomb tool
  4. Build new type of airport

But I was not allowed to clear the land! There were no planes inside, only those circling over the closed airport. None forgotten inside the hangar either. And the city was not angry with me.

But the airport was connected to an very busy train station. (Which is why it had too much traffic in the first place). There were always trains inside. So I did an experiment - cut the inbound tracks and wait for all trains to leave.

I could then tear down the airport and re-build. Apparently - the combined airport/train/bus/harbour was not 'empty' because the non-airport parts was not empty. But this should not be necessary - the bomb tool cleared the airport land only, not the train/bus stops that where part of the same multi-part station.

The fix would be to check only the airport for emptiness, not the connected train/bus/ship services. It'd be even better if airports could be upgraded simply by building the new airport on top of the old one. (With the new covering all of the old one, plus empty land when the upgrade is bigger) That would save a step for the player, and no worries about anyone else claiming the land between teardown and rebuild.

The OS was funtoo linux, updated in february 2014

I noticed I could not destroy an airport until the last plane reached cruising height. But that seems realistic enough - airports do more than providing ground for planes to stand on.

('close airport' button in the station dialog box) The planes will no longer try to land, they will merely circle forever until the airport re-opens. Demolishing should work once there are no planes left on the ground (on runways, taxiways or inside hangars). The last plane/helicopter to leave also has to reach cruising height before the game considers the airport empty.
