That could be due to that the town added intersections to your roads. Eg that they added a road bit on your road tile. As it is your tile, you will pay maintenance for it.
Is this the full explanation or is there also completely new road tiles that count towards your maintenance?
It's the crossings, and it works vice versa for crossings you make with local authority roads.
We do not want to account for the owner of each individual road bit since that would require use significantly more memory for the map.
