Useful with variable train running costs, would fill the upper two bytes of vehicle variable 4A.

Actually, it's more than just track speed limit that is an issue; bridges, too, for example. And most glaringly the new speed limit feature in 1.2.0 RC1.

A much better solution IMO, and one that would not necessarily require grfs to be updated, is for track, bridge, and ordered speed limits to change the vehicle maximum speed as found in var 98 and as reported in the train info window.
