right now, you don't have a difference with this setting. I never saw someone was able to join with it but wasn't without.

We gave the people the possibility to pause manually though autopilot, this way some players were able to join:

> !pause

player downloads the save and joins

> !unpause

IMO, this should be, how pause_on_join should work...

If an admin fears abuse with it, he can disable it. Right now, it doesn't have any effect/help anyway.
