The pulsating red square that overlays a tile which is causing a command to fail (i.e. overlaying a piece of rail preventing a terraform command proceeding) does not allow other selection overlays to be drawn afterward over the same tile.

For example, the autorail highlights do not get drawn over this errored tile. This can be annoying when trying to remove a single piece of track that is preventing terraforming using the autorail tool, as no indication of the autorail's current direction under the cursor is displayed.

This simple patch ensures appropriate selection overlays can be drawn over the error marking one (terraform area selection dots and autorail highlights), but ensures that the error overlay still takes precedence over the other square selection overlays: white/red (i.e. station placement/removal area) and light blue (station catchment area).
