Seen in r10606.

The "accepts:" message on stations should say "passengers", not "passenger".

The attached patch fixes this issue.

The following patch fixes the same pluralisation issue in a different context:

* For a withdrawn subsidy, the game will say "Passengers service from {STATION} to {STATION} is no longer subsidised." This should read "Passenger" instead of "Passengers".
* For an expired subsidy, the game says "Passengers from {STATION} to {STATION} will now not attract a subsidy." While this is grammatically correct, for consistency with the other subsidy messages it should read "Passenger service" instead of "Passengers".

The message that a certain station now accepts an additional cargo type, or no longer accepts a certain type, uses the singular where it should be using the plural ("xxx no longer accepts passenger").

The following patch fixes this.
