The attached patch fixes the following issue:

* For a withdrawn subsidy, the game will say "Passengers service from {STATION} to {STATION} is no longer subsidised." This should read "Passenger" instead of "Passengers".
* For an expired subsidy, the game says "Passengers from {STATION} to {STATION} will now not attract a subsidy." While this is grammatically correct, for consistency with the other subsidy messages it should read "Passenger service" instead of "Passengers".

The fix is especially important because translators for other languages are currently presented with the wrong string in the expired-subsidy message.

The attached patch fixes this issue.
