PaulC opened the ticket and wrote:

Some inconsistancies when building road and rail on coast tiles with snowline set to 0 or 1: road doesn't get snow at all, rail does get snow but not on some diagonals (see attached pic).

Using OpenGFX+ Landscape to get the snowline this low, but no other grfs loaded.

Thanks Paul for reporting.

Snowline can't be set to 0 or 1 in trunk, at least not through UI. AFAIK, one of the reasons for that is exactly this issue.

Not a valid bug for trunk, and won't be fixed. So closing, thanks :)
