FS#663 - Settings in the setting-gui should not scroll for non-numeric values

If a setting got a numeric value its good to "scroll" these setting with holding down the [<][>] buttons until it reaches the value you want (or even just click on the number to edit it by myself). But this behavier shouldn't be worked for non-numeric values like "Place of the toolbar (left|center|right)". Actually one click should only moved one option further to the next option, not rushing to the end, if you accident hold too long the mousebutton on [<] or [>].
