When I specify loading speed based on cargo graphics, that is changed on new load (random_switch(... bitmask(TRIGGER_VEHICLE_NEW_LOAD)0), the value is not updated before 1-st step of loading. Only the second step gets correct values.
In the example steel frames should be loaded in 2 tics, while tubes in 3 ticks. But as you can see, the values are from previous load.

Please test this patch which should fix it. Or break horribly. I don't know, I've not tested it beyond making sure it compiles.
