Details

The game allows placing buoys on water tiles with ships on it.

To be consistent with rail waypoints and road stations drive-through, this patch will ensure there is no ship on the tile when placing the buoy.

There is at least one AI where this will make it to fail. Maybe it's not necessary, it's just the behaviour not being consistent accross the game. There are already many building constraints for water construction, this would be another if it's implemented. I'll leave the final decision to you.

I don't think it adds anything and as you say introduces the possibility of breaking some things.
