FS#6368 - Game state (paused/unpaused) is affecting "advertising to master server" intervals

When the game is paused/auto paused, the intervals of master server advertises increases from 15 minutes, to over 40-50 minutes.
This makes the server drop out of and show up in the list quite sporadically.
