Just found another bug introduced by my patch for  FS#6245  :[ In GrowTownAtRoad when town has no road to follow it returns false even though _grow_town_result may actually be GROWTH_SUCCEED meaning house was built. Which in turn leads to growth_counter not being reset resulting in "free" house.

You can see this bug in action here:
Counter was not reset after 99th house (still says next: 1) so 100th was build immediately after
