FS#6206 - Most northern tiles are black if freeform_edges=off

It depends from the freeform_edges settings whether the most norther tiles are MP_VOID or MP_WATER. However, they are always drawn black.

Steps to reproduce:
1. start a new game
2. type into console "set construction.freeform_edges 0"
3. do some actions at northern borders (e.g. build a buoy) and notice that tiles are black

Bug introduced by "(svn r26899) -Codechange: reduce the amount of tiles that needs to be drawn by taking the height of tiles into account instead of drawing way too many (ic111)"

This fix is also included in the MHL-fix queue on the forums. I should finish it :)
