If a road vehicle is loading in a drivethrough station and is instructed to "go to depot" via clicking on the depot icon, if the tile immediately ahead is 'blocked' then the vehicle ignores the order and continues loading. A 'blocking' item can be the side wall of a depot or the sidewall of a standard RV station. Other blocking items may exist.

Savegame included, using nightly 27062 and no newgrfs.

Vehicles at station "willturn" can be ordered to a depot whilst loading. Vehicles at "noturning" ignore all 'go to depot' clicks saying "Unable to find local depot"

Proposed fix: Handle !CanEnterNewTile() the same as (m_new_td_bits == TRACKDIR_BIT_NONE). From path-finding point of view, in both cases there are tiles which can not be entered (and shall cause a TryReverse() for road vehicles).
