addition: r26694 has no such issue with TTRS (or any other)

Additonal info: ive been narrowing down the issue with the nightlies, and it seems to have introduced itself since
openttd-trunk-r26903-windows-win64

There seems to be confusion with building flickering, as many people i spoke to have said that high buildings have always flickered somewhat, but i can see a clear difference nightly openttd-trunk-r26865-windows-win64 and openttd-trunk-r26903-windows-win64 so its clear that this issue has increased drastically

Additional info, hadnt tested it with defaukt buildings before, dumb me. happens with baseset gfx too :)
