Towns: lowers land for no good reason in triangular fashion (better roads) #6061

For the longest time now, possibly after new town layouts were added to OpenTTD, towns will every so often lower land in a particular fashion - shape of a triangle when town layout is set to better roads.
I'm really late with reporting this but I guess I found it curious enough and also seldom to occur so I didn't report it earlier.
On a mostly flat terrain instead of just building roads in "better roads" manner, town goes and lowers more land and deeper than it needs to in order to get it to the surrounding height level.
I show this clearly on two attached screenshots.

9th Aug 1990 screenshot = Town lowers land.
18th Aug 1990 screenshot = I "repair the damage".

This "bug" is present in all OpenTTD versions to date (as all contain "better roads" town layout)...

Not sure it is a bug; this brings a bit of livelihood in the game! :D Let's triage to see if it is a bug, or intended behavior :)

Thanks for this. There's been no activity on this for some time, and as it stands, it doesn't look likely that it will go any further. I'm closing it as we try to keep the issue count low for OpenTTD, it helps us focus on things that are important and fun. Feel free to discuss in irc or request re-opening if you disagree.
