If the station doesn't have a rating at all it won't reduce the cargo based on rating. The reason why it starts limiting as soon as you pick something up at Mousebury Transfer is actually that Mousebury Transfer gets a rating for wood from all the Lumber Mills around it. If you had built the station outside the catchment area of the lumber mills it wouldn't get a rating and wouldn't start limiting cargo.
