OpenTTD doesn't respect platform count and length limits defined in GRF #5929

adf88 opened the ticket and wrote:

Stations have limits on number of platforms and their lengths (prop 0C, prop 0D). But OpenTTD doesn't respect them always. For example, OpenTTD will let you to create platforms longer then 8 tiles always (no matter what are the limits).
