Similar to the earlier problem with one-way streets, but not entirely unresolvable.

The proposed change does not solve this issue once it has happened, but it should prevent it from happening unless you actively build extra roadbits to make your trams go stuck. Therefore, I'm inclined to close this task now that it should not happen by accident anymore.
