FS#5119 - news doesn't scale well on small screens (240 x 320 pixels)

The news telegrams don't scale well on resolutions <=480x320.

480x320, causes most of the screen to be covered by the news, making it annoying; and <=320x240, causes the telegram to expand beyond the screen resolution, preventing the [X] from being accessed, rendering the game unplayable.

To resolve this the telegram should at the very least respect the resolution, and scale it's contents to remain within it.

Ideally, only the telegram header would be automatically displayed on screens <=480x320 (thin-mode), as then only ~150px are used, and the game remains playable.

There are even more windows which will have a problem with these small sizes: Most notably there'll be the server join lobby and the NewGRF selection window(s) as well as the content download ones.

OpenTTD does not officially support screens smaller than 640x480. If someone were to write an useable fix for this, such as someone did for the toolbar, we are willing to look at it. However, we're not going to fix all the "issues" that come from people wanting to run OpenTTD on phones where apparantly the buttons are too small but the windows too big.
