The windows version of OpenTTD will be very closely resembling the *nix variant.
You install the game somewhere central like Program Files
All your settings etc will go in %USERPROFILE%My Documents (eg CSIDL_MYDOCUMENTS) The highscore file will go into CSIDL_COMMON_DOCUMENTS (Documents and SettingsAll UsersDocuments) so it is read/writable by all users.
When the game starts it will first look in CSIDL_MYDOCUMENTS for the files then if not found in the installed directory. The saving of stuff goes analogously, first there, then centrally.
