That is because you set the timetabled speed equal to the vehicles top speed. When you set the timetabled speed lower it does create too much smoke. Just tested it with the latest nightly (r24017).

You are right, found the problem. At low speeds, the train doesn't get very far between two smoke generations, thus it looks like there is too much smoke at low speeds. When using higher speeds, the train travels further, thus the smoke is further apart.
