When in the scenario editor one builds objects that have the "Anything Can Remove (owned land behaviour)" flag set, the Expand Town action will have these objects removed again.

I'm aware that you may consider this a 'feature', but to me it's a bug. Because if I build any object somewhere in the scenario editor, I'll be quite certain that I want it there, also when I subsequently expand a town.
