Ran game for the first time and told me there's no graphics pack and asked me if I want to download it and I agreed. Download window showed and the first image I see is full of AI scripts and Scenarios.
For a first time user this may be very confusing, wouldn't it make sense to have these graphics and audio packs in a special category called "Essentials" pinned at the top of the download window?

Also, after selecting the Graphics and the SFX pack, the graphics pack applies itself automatically as it's the only one, but the SFX pack has to be manually selected from options - wouldn't it make sense to auto switch to it if the option before was No sound? Add a FIRST_RUN flag of some sorts for sound and music?
Maybe user thinks the game didn't detect the sound card properly or the volume is low and doesn't think to check the options window.

How about a drop down list at the top saying "Show only: [ v]" ... or maybe automatically generate 3-4 tabs for the most popular content and a 5th button called Others

or maybe at the bottom, above uneselect all button: [ All ] [ AI ] [ Heightmap ] [ NewGRF ] [ Scenario ] [ Other ] ?

btw ... the Select upgrade button is always grayed out (first button on left)

The core of this issue - confusing UI - is already resolved at some point. When running for the first time and saying "yes" to download graphics, OpenGFX is automatically found and downloaded with no further questions.

Of course a filtering feature for the Online Content UI would still be welcome.

Thanks for this. There's been no activity on this for some time, and as it stands, it doesn't look likely that it will go any further. I'm closing it as we try to keep the issue count low for OpenTTD, it helps us focus on things that are important and fun. Feel free to discuss in irc or request re-opening if you disagree.
