The grf within the tar file is not found or displayed.

Aren't they the same? And yes, if they have the same path (in the tar) as outside the tar NewGRFs will go missing. That may be perceived as a bug, but also as a feature so you can have e.g. 32bpp PNG files in another tar than the NewGRF is itself.
