Gameplay might be improved by allowing rapids to be overbuilt with locks.

Currently rapids must be bulldozed before locks can be overbuilt. This is expensive.

(Adjusting the bulldoze cost via newgrf also adjusts other water-bulldoze costs undesirably)

Building alternatively next to the rapids consumes space and can produce very ugly results.
