It seems the order creation tries to copy vehicles' orders even when the vehicle already has orders. This means clicking on a buoy with a ship nearby means the order is not created, which is very annoying on busy canals. This also happens with other vehicles and stations, but with those there is always an empty part of the station to click on. But still, the order creation should ignore the vehicle if you are not trying to copy its orders.
