FS#4663 - Incorrect heightmap resizing varning

As shown in screenshot "resizevarning.png", OpenTTD sometimes warns about resizing heightmap when the heightmap does not actually need any resizing. It seems to only happen when heightmap rotation is set to clockwise and height is much larger than width or vice versa.

Have you tried what happens when you create a map with "counter clockwise" set and the size settings as in the screenshot? There'll be an island 32 wide and 128 long, with ~230x128 tiles of water at each side of the 'island'.

In that case the warning is of course correct, but in the situation shown in screenshot it is not.
