NetworkStartServerWindow only lists scenarios in main scenario folder #4421

The start server window lists some scenarios, but not all. Esp. none from content_download.

Replacing SLD_NEW_GAME with SLD_LOAD_SCENARIO in the NetworkStartServerWindow constructor lists all from all default directories, but also displays sub-directory entries which the window cannot handle.

Btw.: This is the only place where SLD_NEW_GAME is used.
