But should improve things like farm production. And whether towns require food & water or not. Can we have this feature in future versions of Open TTD? Thanks.

Farm production is not linked at all to whether tiles are desert or grass. Whether or not a town needs food depends on whether the center tile of the town is in the desert. So converting a single tile to grass would change the town needs, which doesn't seem to be the intention to me. In short, I don't see any good reason to provide such functionality at all.
