I first noticed this issue while playing a CargoDist build, so I continued to try to reproduce it in a trunk version.
- What happened
The Cargo Payment Rate graph (CPR) was open and during a moment the graphs were shown incorrect, now I didn't know why it occurred, there was a transition in year, a news ticker popped up and the lines in the graph changed. Whatever it was, lines got messed up, see 1st screenshot. This was in the CargoDist build.

- Trunk
I tried to reproduce in trunk, and although not as severe, I could reproduce it. And it seems to occur when payment rates change and not the entire line gets updated. This can be seen in the 2nd screenshot: -purple line 2nd from bottom, grey one in the middle and pink one 3rd from top.
