If you have a road bridge (e.g. Concrete suspension) and you want to make it a dual tram+road bridge, then clicking the bridge icon on a bridge end in tram building mode brings up the bridge menu.
If you select Concrete Suspension as the type, it then says that it can't do it because there's already a bridge there. Any other type it correctly replaces the existing bridge with a dual bridge of the correct type.
Usually this is just a minor inconvenience and a bit of extra cost as you can "upgrade" the bridge to dual Wooden and then upgrade it to dual Concrete Suspension, but if there's only one bridge type that actually spans the gap (e.g. pre-1930 only Wooden bridges for very long gaps) it's impossible to dual it.
The "same type" check shouldn't apply if it's a road->dual or tram->dual upgrade.
