Basically, when you open the station list window, and you click 'NO' (stations that have no cargo waiting), it works properly, except when you then click ALL, 'NO' seems to stay pressed, obviously you can't have ALL and NONE at the same time.

Also, just as I was about to submit before, I realised that Ctrl+'NO' would have a similar effect (i.e. you can't display Coal and Nothing at the same time).

The attached patch fixes this.

A bug exists, ALL should depress 'NO'/NONE, so here is the patch for that.
