When using default industries, in OpenTTD Editor it is possible to configure what is the max output is for primary industries.
When using FIRS, this is not possible. :(
I've opened a ticket with FIRS dev, thinking that it is a limitation of their code (https://dev.openttdcoop.org/issues/1228), but they've informed me that it is a limitation of OpenTTD and I should make a ticket here.
Actually this is a bug.
Currently setting the production in scenario editor or with the cheat only works for industries using smooth economy. For default economy and newgrf-provided economy changing the values has no effect, as production changes recompute the production rate from the production multiplier and the default rates.
Likely the only solution which does not break everything is:
For smooth economy display buttons for all cargos (like now).
For default/newgrf economy only display one set of buttons, which change the production multiplier instead of the rates.
