The docs said :

AIMarine::AreWaterTilesConnected(tile, tile2)
Checks whether the given tiles are directly connected, i.e.
whether a ship vehicle can travel from the center of the first tile to the center of the second tile.

In the attached saved game, it could be easy for human to know whats wrong with the ship. Not with AI, since those functions return true. See attached AI script.
