For (somewhat) consistency it should just make it possible to open all railtypes and road types that will eventually become available. So effectively it should "remove" elrail in tropic games from the rail dropdown as it isn't used there, or monorail when that's disabled by a NewGRF, or remove trams if there's not tram NewGRF loaded.

Ofcourse in all cases building stations/depots should remain as it is I'd say.
