See the attached screenshot. There are a number of rail tiles which would fit much better the surroundings, if they were using the snowy version instead, most notably in the lower left corner of the screenshot.
There are actually two issues:
a)
The issue is that the tile height is determined by the corners without considering foundations. Considering these would improve the situation - though not solve it for all cases, like the vertical track which is not built upon foundations, above the snow line, but some corners of those tiles not.
The idea solution would IMHO be to consider the height a track piece is built upon than the tile height which may be one lower
b)
Track pieces cannot store the snow amount. The track pieces immediately below the snow line would look much nicer, if they were drawn upon the partially snowed ground tiles; this would probably need expansion of the map array, though
