LeviWackers opened the ticket and wrote:

Exactly as the title says, all my oil trains stop loading at 84%. But here's the catch: When checking their cargo, all wagons are fully loaded. There's about 3 million litres of remaining oil at the stations as well.
This has stopped my entire transport company.
