Krille opened the ticket and wrote:

When creating a random tree on a sub-tropic (non-rainforrest, non-desert) tile it's always the tree in the bottom left corner of the tree window. Contrary to the invalid reports about trees not beeing random in desert this is a real bug.

With the attached patch it seems to work correctly. The actual bug is that TREE_COUNT_SUB_TROPICAL was wrong. I took the chance to fix the comments also which makes this slightly harder to see.
